RESUMEN

In 2014, the WHO Regional Committee for South-East Asia declared ‘Finishing the task of eliminating neglected tropical diseases (NTDs) and other diseases on the verge of elimination’, with a focus on lymphatic filariasis (LF), kala-azar, yaws, trachoma and leprosy,as one of the Regional Flagship Priority Programmes. This has led to substantial progress and achievements in the Region in this area of public health in the last decade. The landscape of neglected tropical diseases (NTDs) in the South-East Asia Region is changing fast while at the same time new challenges and opportunities have been emerging.A new Roadmap for the eradication, elimination and control of NTDs – ‘Ending the neglect to attain the Sustainable Development Goals: A roadmap for neglected tropical diseases 2021–2030’ – was endorsed by the Seventy-third World Health Assembly in 2020. NTDs are an integral part of the Sustainable Development Goals (SDGs), with SDG Target 3.3 specifically aiming to end this epidemic by 2030. Achieving this target will also have a direct impact on Target 3.8, which aims to achieve universal health coverage.Efforts to control and eliminate NTDs also drive the wider provisions of clean water, sanitation and hygiene (SDG 6), the availability of resilient infrastructure (SDG 9), sustainable cities and communities (SDG 11), climate action (SDG 13) and strong globalpartnerships (SDG 17). The new Roadmap set updated global targets and milestones to prevent, control, eliminate or eradicate 20 diseases and disease groups as well as established cross-cutting targets aligned with the SDG Framework.The draft ‘Regional Strategic Framework for sustaining, accelerating and innovating to end NTDs in the South-East Asia Region 2023–2030’ has been developed in collaboration with Member States and partners through virtual consultations. It is intended to guide and coordinate efforts among Member States, WHO and partners in the Region to sustain progress, accelerate actions and innovate approaches to effectively implement the Roadmap 2030, encompassing all NTDs of public health importance in the Region.The Regional Strategic Framework retains the three strategic pillars of the Roadmap 2030 and identifies strategic priorities of action for Member States, WHO and partners under each strategic pillar: (i) strengthening country ownership, leadership and stewardship; (ii) accelerating programmatic actions; and (iii) intensifying integrated and cross-cutting approaches. The Regional Strategic Framework also adapts the overarching, cross-cutting and disease-specific indicators and milestones in the regional context to achieve uniformity in monitoring the progress of implementation of the Roadmap across diseases and countries over time.The attached Working Paper along with the draft Regional Strategic Framework for sustaining, accelerating and innovating to end NTDs in the South-East Asia Region 2023–2030 (attached at Annexure 1), was presented to the High-Level Preparatory Meeting for its review and recommendations. The HLP Meeting reviewed the paper and made the following recommendations for the consideration of the Seventy-sixth Session of the Regional Committee:Action by Member States(1) Review and comment on the draft WHO document ‘Regional Strategic Framework for sustaining, accelerating and innovating to end NTDs in the South-East Asia Region 2023–2030’ and support WHO in its finalization. Actions by WHO(1) Finalize the draft WHO document ‘Regional Strategic Framework for sustaining, accelerating and innovating to end NTDs in the South-East Asia Region 2023–2030’ by incorporating the comments and feedback from Member States, and present the updated version to the Seventy-sixth Session of the Regional Committee for the South-East Asia for its endorsement.This Working Paper and the HLP Meeting recommendations are submitted to the Seventy-sixth Session of the WHO Regional Committee for South-East Asia for its consideration and decision. The Regional Committee is requested to offer any recommendations it seems pertinent, and consider adopting the Regional Strategic Framework.

La Revue de Santé de la Méditerranée Orientale est une revue de santé officielle publiée par le Bureau régional de l’Organisation mondiale de la Santé pour la Méditerranée orientale. Elle offre une tribune pour la présentation et la promotion de nouvelles politiques et initiatives dans le domaine de la santé publique et des services de santé ainsi qu’à l’échange d’idées de concepts de données épidémiologiques de résultats de recherches et d’autres informations se rapportant plus particulièrement à la Région de la Méditerranée orientale. Elle s’adresse à tous les professionnels de la santé aux membres des instituts médicaux et autres instituts de formation médico-sanitaire aux ONG Centres collaborateurs de l’OMS et personnes concernés au sein et hors de la Région

RESUMEN

The Global Leprosy Strategy 2021­2030 "Towards zero leprosy" was developed through a broad consultative process with all major stakeholders during 2019 and 2020. Valuable inputs were provided by national leprosy programme managers, technical agencies, public health and leprosy experts, funding agencies and persons or members of communities directly affected by leprosy. The Strategy aims to contribute to achieving the Sustainable Development Goals. It is structured along four pillars: ( i) implement integrated, country-owned zero leprosy road maps in all endemic countries; ( ii) scale up leprosy prevention alongside integrated active case detection; ( iii) manage leprosy and its complications and prevent new disability; and, ( iv) combat stigma and ensure human rights are respected. Interruption of transmission and elimination of disease are at the core of the Strategy
